Announcing a new award for the most egregious use of public money to promote urban form. Smart Growth Incentives or SmUGGIES for short.SmUGGIE #1 goes to the City of Los Angeles for $290 million to revitalize the Staples Center area which itself was supposed to be the rvitalization component.
