Budget Crisis Cure
Rather all this spending and taxing and propositions and partisan politics and corruption:
It shall be illegal for sitting legislators to campaign or collect campaign contributions while the budget is in deficit.

Personally I think they should not get paid if the budget is in the negative.

Get them to pass a law that says the lawmakers don't get paid if there is a budget deficit. You'll need hookers and cocaine.
