Common in public service...your typical cop does "A LOT" of overtime in his last few years precisely because of this aspect of their retirement calculation...true for MA anyway...
The other scam:
Public employee unions and their members consider their sick pay to be part of their compensation. If they can't take it with them then they strategically call in sick. This creates the "unfortunate" consequence that unscheduled staff has to come in on overtime.

I am old enough to remember Esther Williams movies. No matter what the plot, sooner or later it all came back to water. The strange part is that the movies seem more rational than the way California handles public union pensions.
You wanna know a neat trick? For your last year contribute nothing to CalPERS. Why? Because then the money is considered salary and counts towards your retirement benefits calculation. Winning.
