Just the thought of having my tax dollars fund people who either used their house as an atm or signed on to ridiculous contracts 'cause prices are only going to go up' is just pissing me off. I suspected this was coming but it doesn't soften the blow any.

Sorry to say but yes, this is soon to be the case. People don't think about stuff lie this when they pull the lever. Boxer and Fienstien are -leaders- the the Senate. That's sad. Make no mistake, I've little love for the other only slightly less liberal party they replaced in the majority but we are talking about people who can still sleep at night after promoting in-state tuition for people from Mexico and raising tuition for people from New Mexico.
The S+L crisis was a tune up for this big one. I was there, got a nifty photocopier for $225 that lasted years. Oh, got a house worth $1m+ for 20¢ on the dollar as well. Details. This time i'm ready. 3 or 4 more houses for 10¢-15¢ on the pesodollar. SFRs and 1-4 unit rentals in conscribed urban conurbations with unique identities. That's big talk for smaller towns that aren't physically part of larger urban areas. Maybe if things get bad enough some resort stuff will come up a duplex in Big Bear or Mammoth, a fourplex in Las Vegas with a live-in manager at half rent. Maybe even, if I'm really "lucky" an over-and-under beachfront partial rental in Cambria.
To answer your question, the bailouts work for about 5 seconds. Everyone sighs, all is well. Then the nerd with the glasses in the back says; "umm, excuse me at this rate the entire US GDP will be consumed by... about... say... Thursday. Then everyone realises the one trick pony has done its one trick and the pesodollar is off to the cellar.

You can make book on it, by election time '08, we'll have a bailout in some form. I've said this so many times I feel like the fool running through the town square. There is no way politicians will allow this opportunity to pass them by. Any, and every, swinging dick that has a stake in the housing/financial sector will line up and make it a Patriotic Duty to come to FB's aid. Forget about logic....it's POLITICS, VOTES, and JOB SECURITY.

So I'm confused as to how this bailout will work. It looks like the S+L was insuring accounts for individuals. Are we going to be subsidizng houses? I was planning on the drop of .10 - .25 on the dollar. But will this prevent that from happening? If the pesodollay collapses won't that affect your ability to purchase?

i'm not in the disaster loop. I've even already seen the early results in my business; total lack of end-of-year capital investment. No one was interested in early or late billing for recurring charges. All was hunker down and ready for a storm stuff.
My personal umm... "stuff" is in personal use California property, medical leasebacks, foreign denominated deopostory CDs, short term USD CDs. Some really long term matched/locked/ company matched stocks.
there is IMHO nothing that can prevent $7T of housing asset valuation from evaporating. It only remains to see what combination of dollar. infaltion and price changes achieve this. IMO this is the soft landing. $9T could go away and that would be a worldwide event. Step careful.

Some 18th century Scotsman, and not Adam Smith, commented that democracy is unworkable as a system. Sooner or later the voters will figure out that they can vote themselves money from the public treasury.
My corollary is that any system suffers from the same problem. For instance, oligarchies are notorious for using laws and government funds to benefit themselves.
The other problem with a bailout is that it creates a moral hazard. Assuming that the government had (could simply print) the money to bail out stranded institutions, the bailout only encourages a reckless attitude towards risk.
