Section 10 - Powers Prohibited of States
No State shall enter into any Treaty, Alliance, or
Confederation; grant Letters of Marque and
Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and
silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex
post facto Law, or Law impairing the Obligation of Contracts, or grant any
Title of Nobility.
No State shall, without the Consent of the Congress, lay
any Imposts or Duties on Imports or Exports,
except what may be absolutely necessary for executing it's inspection Laws: and the net Produce of all
Duties and Imposts, laid by any State on
Imports or Exports, shall be for the Use of the Treasury of the United States;
and all such Laws shall be subject to the Revision and Controul of the Congress.
No State shall, without the Consent of Congress, lay any
duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any
Agreement or Compact with another State, or with a foreign Power, or engage in
War, unless actually invaded, or in such imminent Danger as will not admit of
delay.

Gov. Jerry Brown will sign a new climate change agreement with "government leaders from around the world" on Tuesday, his office announced.
The
agreement comes three weeks after the governor ordered new targets for
reducing greenhouse gas emissions in California. He's also been pushing
for more renewable energy, lower gasoline consumption and better
efficiency in older buildings. LINK

But, don't you understand, we're in extraordinary times with global warming, I mean climate change, I mean climate crisis ... whatever. Extraordinary times require extraordinary thinking. To hell with antiquated concepts like a constitution.
The Constitution is not a suicide pact.
Global warming is starting to have more and relevant data points, should not be ignored, but it is not proven.

Winter is variable. Sometimes storms line up in the Pacific. Other times like now we get high pressure systems that block the normal flow of cold from the north hitting moist air coming in from the south.

I'd like to hear your thoughts on newcaliforniastate.com. If the effort fails, I think I should move out. Between the homeless, the Mexicans, the out-of-control state government, the high housing prices, and the use of California as a staging area for interstate marijuana trafficking, I just don't see any possibility of improvement unless we go bankrupt.
