It's not all bad. California's graduation rate is one percentage point higher than Mississippi's.
California supposedly spends the median on education but they cheat. The per pupil expenditure does not include certain categories of debt that are classified as general obligations. CA probably has the worst expense to outcome ratio in the nation.
And don't forget CalSTRS. We pour billions into that but is it counted as education spending?

FWIW, you actually have to pass a test, the MCAS before graduation. Without comprehensive assessment, just about anyone in TX, TN or CA can graduate from HS. We thank our former Governor Bill Weld for that improvement to our education system...

Rob, I think it's more about states like CT and MA. They have enormous per pupil budgets.
I got a chance to look at the LATimes article. OMG, Santa Monica Community College has $200m in debt of these toxic products.
